Bold purple, blue and green floral down the front on off-white.
Small, scattered floral on the sides. 
Rounded neckline and ruffled, cap sleeves.
Empire waist with loop for a tie.
Full, A-line skirting.
Watteau pleated back in contrasting fabric.
Rear zipper + Small, single fold hem.

Excellent vintage condition
No holes, tears or fade
The rope ties are not original - Guessing it had a matching fabric tie.
Left the white rope longer than the purple - You decide how you like it.
NOTE: 
This doesn't have any holes at the sides to run the rope through, to not go over the Watteau pleat. 
Usually they have an inside strap across the back to make the train stand out more.
You could add some button holes to run the rope to the inside and make the pleat more prominent. I have added a reference photo. 
If the dress is too long, you can use some of the hem fabric to make a new tie.
